What software allows you to make a bar chart / graph on a map?

Hello, I have a map with bar above each country show the number of plants. I looked around, but I'm not sure what software is best – Microsoft Map seemed like the kind of thing, but it works ony with Windows 97. I tried SmartDraw but crashes my laptop! All ideas greatly appreciated. Thanks

Try RAM in your laptop, that will solve the problem SmartDraw. but I recommend the best sound card Microsoft, even if you must run Windows 98.
